Reading, UK – 27th April 2021 -- Invenio today announced that LSI, an Invenio Group company, has been selected by the State of Hawaii to deliver a Financial Management System . This transformational project will modernize the State of Hawaii’s Department of Transportation, Highways Division (HIDOT) IT systems, through the introduction of an advanced and cost-efficient solution that will optimize HIDOT’s business value and meet its unique business and technical demands.
HIDOT manages the planning, construction, and maintenance of the State of Hawaii’s approximately 2,675 lane miles of highway on Oahu, Kauai, Maui, Lanai, Molokai, and Hawaii. The new Enterprise Resource Planning system will enhance HIDOT’s operations and services by creating a more streamlined IT environment, driving process efficiencies, and providing end-to-end visibility via a fully integrated financial management information system. The new solution will facilitate data sharing among the remaining HIDOT, State, and Federal systems. This integration will foster more collaboration among stakeholders, using data to enable better informed and more accurate decision-making. The retirement of the current system will alleviate many vital challenges and reduce risk in HIDOT’s IT operations, saving time, effort, and costs in the long term.

LSI, an Invenio Group company, will transform HIDOT’s systems and business processes by replacing its legacy Highways Financial Accounting System (HWYAC). The legacy system will be replaced with a set of systems, with the financial and accounting management solution, based on SAP S/4HANA, at the core.
As an integrated solution, SAP powered by S4 HANA offers advanced billing and reporting functionalities and processing, which meets HIDOT’s goals. One critical capability is the split cost for federal billing purposes. The solution records detailed transactions that reflect the level of detail required by the Federal Highway Administration (FHWA) billing systems. The LSI solution not only manages the workflow necessary for reimbursement from the Federal Government but can also be enhanced to build in controls to meet approval requirements.
The solution will link project costs to specific State Appropriations and identify the various funding sources. This solution will support the US Governmental Accounting Standards Board (GASB) financial reporting for Government-Wide Financial Statements and Fund Financial Statements. Projects with multiple funding sources and appropriations will be monitored through Funds Availability Control checks.
As a final key function of the project implementation, LSI will identify the requirements for the interfaces. The system will then create the appropriate programs that will interface with the State ERP System.
The solution will support FHWA compliance and undergo a Financial Integrity Review, Evaluation, and Certification by the Federal Highway Administration. LSI, an Invenio Group company, will provide managed services throughout the large-scale transformation program and lead HIDOT through the FHWA system overview and demonstration requirements. The implementation partner will also ensure that the system is fully functional, integrated, and secure for upwards of 15+ years.
